Episode 7: Winning The Dispensary Lottery with Lisa Bigioni
From lottery ticket to independent retail champion
Origin & evolution
Stok’d Cannabis began when Lisa Bigioni entered Ontario’s historic January 2019 cannabis retail lottery on a whim.
Holding a senior administrative role at the University of Toronto’s Rotman School of Management, Bigioni emerged as one of only 25 provincial licence winners. Alongside her husband Brian Stuart, she pivoted into legal retail, partnering initially with national operator Choom to open Niagara Falls’ first legal dispensary.
After operating and subsequently selling the Niagara location to Choom in 2020, Bigioni and Stuart reinvested their capital to build a wholly independent, family-owned retail brand under 2734296 Ontario Inc. Rejecting the cold, clinical white-box dispensaries dominating Toronto, they collaborated with Jump Branding & Design to craft Stok’dβa warm, welcoming concept celebrating classic Canadian cottage country and campfire camaraderie.
Stok’d expanded deliberately into underserved suburban neighborhoods, opening four neighborhood shops across Scarborough alongside a high-traffic Niagara Falls tourist location. As independent retailers faced aggressive predatory pricing from venture-backed chains, Bigioni emerged as a leading provincial voice, advocating for independent retail sustainability, fair wholesale margins, and transparent data regulations while preserving community-level budtender relationships.
We wanted to build the dispensary we actually wanted to visitβwarm, welcoming, unpretentious, and completely free of judgment.

Storefront experience & curation philosophy
Retail architecture & standards
Stok’d Cannabis breaks standard dispensary conventions through tactile retail architecture.
Instead of sleek glass minimalism resembling tech boutiques, each store incorporates rough-hewn cedar paneling, warm Edison lighting, vintage snowshoes, and canoe paddles. This cabin aesthetic immediately lowers consumer intimidation, creating a relaxed environment where curiosity replaces anxiety.
Behind the counter, Stok’d enforces strict educational standards. Every team member holds CannSell certification, undergoing internal training focused on terpene science, cannabinoid ratios, and conversational onboarding. Rather than steering customers toward corporate white-label house brands, budtenders curate rotating selections from independent Canadian craft cultivators, highlighting authentic growers and regional micro-producers.

Stok’d built an intensely loyal following through genuine hospitality and unpretentious store design, navigating heavy corporate retail consolidation and strict provincial oversight.
What reviewers reward
Customers consistently praise the welcoming, unpretentious atmosphere; budtenders listen without condescension or technical gatekeeping.
The campfire cabin interior creates a cozy, memorable neighborhood escape far warmer than sterile corporate competitor storefronts.
Strong community integration across Scarborough and Niagara Falls, supporting local events, charities, and independent business coalitions.
Active curation spotlighting quality craft micro-cultivators rather than pushing generic, low-cost commodity flower.
Where the model strains
Aggressive predatory discounting from corporate retail chains (e.g., Value Buds, Canna Cabana) exerts severe downward price pressure on independent margins.
Rigid AGCO municipal and provincial marketing rules (opaque storefront windows, strict advertising bans) complicate foot-traffic discovery.
Centralized OCS wholesale distribution limits direct producer-to-retailer purchasing and custom volume discounting.
Provincial return policies restrict refunds on opened cannabis products, occasionally frustrating consumers encountering producer-level defects.
Stok’d demonstrates how authentic hospitality outlasts commoditized corporate retail. By treating cannabis retail as a warm neighborhood hangout rather than a sterile transaction window, Lisa Bigioni and Brian Stuart prove that independent, community-rooted operators can carve out loyal followings even within hyper-competitive, heavily regulated metropolitan markets.
